Craig Lack, President and CEO of Catilize Health, brings 39 years of expertise in employee benefits and healthcare. He has sold and implemented SIHRA® for hundreds of employers, supporting organizations from 100 to more than 200,000 lives, including numerous public-agency clients.
Craig originated the term “Spousal Incentive HRA (SIHRA®)” and is a frequent healthcare speaker, published author and leading authority on the plan design. He provides strategic guidance to the Catilize team and its clients on SIHRA® benefit planning, operations, financial analysis and contracting.
Sean Casey
Chief Legal Officer
Sean Casey serves as General Counsel for Catilize Health, providing legal support to the team and working with consulting healthcare and benefits attorneys on compliance and regulatory matters.
A former Deputy Attorney General for Ohio, Sean has 29 years of litigation experience and 15 years in federal defense and aerospace, specializing in U.S. Code, CFR regulations and U.S. Government RFPs, alongside two years in employee benefits and healthcare roles.
Andrea Charles
Chief Operating Officer
Andrea Charles brings more than 33 years of experience in employee benefits, including eight years dedicated to implementing and servicing SIHRA® plans for public-sector and commercial clients. Known for her commitment to customer service and quality, she ensures implementations are seamless and accurate, and that clients stay satisfied long after launch.
Andrea’s command of the detail behind SIHRA® helps organizations get the most from their healthcare strategy – unlocking substantial savings while delivering real value to employees. She is integral to Catilize Health’s operational excellence, client retention and long-term program effectiveness.
Jovita “JJ” Juanillo
Executive Vice President, Sales
JJ brings more than 30 years of experience in healthcare benefits consulting, underwriting, actuarial analytics and stop-loss management. Her career includes senior underwriting roles at CIGNA, Anthem, Blue Shield and UnitedHealthcare, and heading Benefits Underwriting & Actuarial Services at a national brokerage firm.
She has advised Fortune 500 companies including Union Pacific Railroad, American Airlines and Lucent/Avaya Technologies on complex nationwide benefit programs. For the past eight years JJ has specialized in selling and implementing SIHRA® plans for large private and public-sector clients, delivering measurable cost savings and strategic advantage.
Her blend of actuarial expertise, underwriting acumen and hands-on consulting ensures tailored, financially sound solutions for employers across the United States.
